Certificate of conformity in Uzbekistan: when it is required

Permits tend to surface when the cargo is already sitting at a bonded warehouse. Better to learn about them earlier — while the commodity code is being chosen.

What the document is

A certificate of conformity is an official confirmation that a product meets the requirements of technical regulations and standards. For some goods such confirmation is mandatory, and without it the cargo will not be released into free circulation.

There are two forms of confirmation, and the difference matters:

  • Certificate of conformity — issued by a certification body after the product has been tested. Applied to higher-risk goods.
  • Declaration of conformity — the applicant confirms conformity itself, on its own responsibility and evidence. Simpler and cheaper.

What changed on 2 September 2025

Cabinet of Ministers Resolution No. 554 of 2 September 2025 markedly simplified conformity assessment.

One list was abolished — the register of higher-risk products requiring mandatory state registration; those items moved to declaration of conformity.

Another list was cut: seeds, grain, milling products, mineral fertilisers and animal feed came off the mandatory assessment register.

Exemptions were clarified. The procedures do not apply to components, raw materials and supplies used in producing non-food goods that are not intended for sale inside the country, nor to spare parts for equipment not destined for the Uzbek market.

How this ties to the HS code

Directly. The commodity code sets not only the duty rate but also which permits will be needed: a certificate, a declaration, a sanitary or quarantine clearance, mandatory marking.

An error in the code is therefore not merely a wrong payment. It is also a document nobody collected in advance and everybody learned about at customs.

Questions usually asked too late

Who obtains the certificate — the manufacturer or the importer? For serially produced goods the certificate can be issued in the manufacturer's name, in which case a local representative in Uzbekistan is not required.

Can somebody else's certificate be checked? Yes — conformity assessment is recorded in a state register, and a document's authenticity can be verified. Do it before the goods move.

What if the goods are not subject to mandatory assessment? Then no certificate is needed at all. But check that against the current list and your own code, not by analogy with a neighbouring product.
